The pause was caused by the outrage of the residents, who feared that the government would introduce a social engineering plan to transform their community into a stack-and-pack transient rental community, rather than a peaceful, single-family, diverse community. This transformation could potentially erase the unique cultural identity of our neighborhoods.
It's important to note that the pause in the government's actions does not signify a cancellation. The proposed changes are still on the table, and it's crucial for residents to stay informed and engaged.

The California Legislature's actions, marked by the establishment of one new bureaucracy after another, are having a significant impact. This consolidation of power at the top is a trend that's hard to ignore, and it's enough to make even China blush.

As usual, rounding up the usual suspects of catchy names, we encounter Resilient Rebuilding Authorities, a term used to describe the entities responsible for overseeing rebuilding efforts following wildfires.
Of course, private enterprise could not accomplish this due to extreme regulations, so the government steps in to complete the task. Since the government has a monopoly and can waive any rules it wants, it will be successful where private enterprises are restricted from achieving success.
A side note: Chinese citizens recognize this and have become major buyers of California real estate, acquiring $13.7 billion worth of homes in the past year -- the Chinese account for 36% of new purchases, with most paying cash.

The reality is that reverse gentrification will occur in prestigious neighborhoods with upscale upper-middle, wealthy, and super-rich dwellers, which will now be filled with lower-middle and lower economic classes. This potential displacement of residents should be a cause for concern, as it could significantly alter the social fabric of these communities.
Nothing in California occurs randomly. Everything is non-random and manufactured by the political class and large corporations. This is a warning for all upper-class neighborhoods. It is not by coincidence that all the fires are in the suburbs, rather than central cities. This is also true for the Hawaii fire in Lahaina, HI. This emphasis on the non-random nature of events should evoke a sense of urgency and potential threat to their neighborhoods.
Public-private partnerships allow private developers to participate, provided they adhere to all governmental requirements and pay prevailing wages, utilizing labor union workers.

The plan was devised by then-President Obama and his insider globalist friends to shift lower-income earners and transients to the suburbs, while transferring authority and governance to the central cities. Suburbs are to be developed into mini-cities as distinct components of larger metropolitan areas.

The AFFH regulation, initiated by President Obama, profoundly impacted the suburban landscape. Its objective was to foster the development of progressive urban mini-cities and transition them into suburban areas. This entails suburbs absorbed by larger cities, subject to federal zoning and development control mandates.
The AFFH regulation focused on eliminating single-family zones and promoting the construction of medium- to high-density housing, thereby reshaping suburban areas into mini-urban, downtown-style developments. This effort led to the displacement of low-income people and those considered "less desirable" to the suburbs.
AFFH works in conjunction with the U.S. Department of Housing and Urban Development (HUD) through its Community Development program, holding hostage the issuance of Block Grants. Suburbs are prohibited from receiving millions of dollars in HUD grants unless they eliminate single-family zoning, install low- and moderate-cost housing, and agree to consolidate and densify commercial and residential districts, such as stack-and-pack neighborhoods in urban areas.
Non-compliance will result in the withholding of highway funds. Any objections by local municipalities could result in lawsuits against suburban municipal leaders for alleged discrimination, potentially brought by civil rights groups or the federal government.
Then, with President Trump in 2016, the process was put on hold. However, when President Biden took office, it was reactivated and accelerated. California, and the democrat party never stopped the directive by Obama. The process has only accelerated. Critical thinkers see right through the plan, which is to create a top-down Marxist structure where monopoly-level bureaucrats control everything and regulate private enterprises out of business, unless they submit to public-private partnerships, where the public (government) is the controlling party.
